Section 1
Mirabel at a glance
Mirabel is a sprawling Laurentides municipality of roughly 61,100 people as of the 2021 Census, up 21% from 2016. Unlike most Quebec municipalities, Mirabel isn't part of any MRC: it's its own equivalent territory. The city is anchored by Montréal–Mirabel Airport, which closed to scheduled passenger service in 2004 and has since become a major aerospace manufacturing and cargo hub.
Renters here are largely connected to the airport's aerospace employers, including Airbus Canada's A220 delivery centre, Bell Textron's helicopter plant, and Mecachrome. Mirabel has no direct commuter rail service, so most renters commute by car via Autoroute 15, which links the municipality to Blainville, Saint-Jérôme, and the rest of the North Shore corridor toward Montreal.

Quebec tenancy rules that apply in Mirabel
Every rental in Mirabel is governed by the Quebec Civil Code (residential leases). Key rules that apply regardless of town size:
- •No fixed provincial rent-increase guideline. The TAL publishes a base percentage each year (3.1% for 2026) as one factor among several — capital expenditures and service changes can adjust it further.
- •Security deposits are illegal in Quebec.A landlord may only require first month's rent in advance at signing — no separate damage, key, or pet deposit of any kind.
- •Landlord entry requires 24 hours' written notice. For repairs, showings, or inspections.
- •Disputes go to the TAL.Quebec's Tribunal administratif du logement handles applications from both landlords and tenants.
- •No legally required move-in inspection report.A written move-in inspection is good practice but is not a Quebec Civil Code requirement.
