One Form, Two Uses: RTB-27
British Columbia uses a single two-sided form, RTB-27 (Condition Inspection Report), to record the condition of a rental unit at both move-in and move-out. This is confirmed directly from the Residential Tenancy Act (s.23 for move-in, s.35 for move-out).
The Two-Opportunity Requirement
The landlord must offer the tenant at least two opportunities to participate in a joint condition inspection, at both move-in and move-out. This is a hard rule, not discretionary.
