How to File a Claim with the LTB

Step 1: Identify the Right Form
The Landlord and Tenant Board (LTB) uses different tenant application forms depending on the issue:
- T1 -- tenant application for a rebate ($53 mail / $48 Portal)
- T2 -- tenant application about their rights, including illegal entry, harassment, or withholding vital services ($53 mail / $48 Portal)
- T5 -- bad-faith termination notice by a landlord ($53 mail / $48 Portal)
- T6 -- tenant application about maintenance ($53 mail / $48 Portal)
- T7 -- change to a utility/sub-metering arrangement ($53 flat)
- A2 -- sublet or assignment dispute ($53 if tenant-filed)
Choosing the correct form ensures your application is processed as the right type of claim.
Step 2: Submit Your Application
Applications can generally be filed by mail, in person, or through the Tribunals Ontario Portal. Filing through the Portal is often cheaper for eligible form types (T1, T2, T5, T6, and the L-series landlord forms), reflecting a lower fee for online filing. Note the Portal discount does not apply to every single form type, so check the fee for your specific form.
Step 3: Prepare Your Evidence
Gather your lease, any written communication with your landlord, photos or video relevant to your claim, and a clear timeline of events. Organize this material before your hearing date so you can reference it clearly if asked.
Step 4: The Hearing and Decision
At the hearing, both you and your landlord can present your evidence. Mediation is available at most locations as an alternative to a full hearing, and free same-day legal help from duty counsel is available at most, though not all, LTB locations. After the hearing, the LTB issues a written order.
